LOS ANGELES, CA – The Board of Supervisors today approved a motion authored by Los Angeles County Supervisor Hilda L. Solis, and co-authored by Supervisor Sheila Kuehl, ratifying Assembly Bill (AB) 1185 on sheriff oversight in Los Angeles County.

“The Board and I have continued to prioritize sheriff transparency and accountability because oversight should not be viewed as separate from public safety, but part of public safety,” said Supervisor Solis. “At a time when we are facing much obstruction and hinderance due to the Sheriff’s inability to work with the County’s Office of Inspector General and the Civilian Oversight Commission, I am eager to continue to enhance these oversight bodies’ abilities to ensure that no one is above the law, including the Sheriff of Los Angeles. This motion is another reflection of my commitment.”

“LA County already has a Civilian Oversight Commission and an Inspector General, but this motion is significant because ratifying the state legislation provides independent subpoena power for our Office of Inspector General, brings our local ordinance into complete alignment with state law, and strengthens the Board’s oversight over the Sheriff’s Department,” said Supervisor Sheila Kuehl.

In August of this year, the Los Angeles County Board of Supervisors approved Supervisor Hilda L. Solis’ motion, co-authored by Supervisor Sheila Kuehl, directing Los Angeles County’s legislative advocates in Sacramento to support Assemblymember Kevin McCarty’s bill, AB 1185, on sheriff oversight. This bill would allow county officials across California to establish a sheriff oversight board and an office of inspector general, as well as give these bodies subpoena power. On September 30, 2020, Governor Newsom signed AB 1185 into law, which will go into effect on January 1, 2021.

Today’s subsequent motion, directs that the Board of Supervisors adopt AB 1185 and declares that, effective January 1, 2021, and consistent with AB 1185, both the Office of the Inspector General and the Civilian Oversight Commission, are vested with the subpoena authority delineated in Government Code section 25303.7.
