LOS ANGELES, CA – Los Angeles County Supervisor Hilda L. Solis released the following statement after the Board of Supervisors approved her motion directing the Civilian Oversight Commission’s Measure R Ad-Hoc Committee to report back by December 8, 2020 with what resources it needs to complete the draft of the Comprehensive Public Safety Reinvestment Plan. The motion also directs the Civilian Oversight Commission to work in collaboration with the Alternative to Incarceration Initiative, Office of Diversion and Reentry, Public Defender, Alternate Public Defender, County Counsel, other relevant County and community stakeholders, including those who are system-impacted, to develop a plan of how best to accomplish the drafting of the Comprehensive Public Safety Reinvestment Plan and present to the Board at the January 26, 2021 Board meeting.

“In March 2020, 1.3 million Los Angeles County voters supported granting the Sheriff Civilian Oversight Commission subpoena power and authorizing the Commission to develop a plan to reduce jail population and incarceration in the County, by overwhelmingly passing Measure R. Subpoena power was exercised for the first time in May 2020 when the Sheriff failed to show up at a Commission meeting to report on the COVID-19 crisis in County jails, but the second component of Measure R, however, still needs to be actualized. I realize that this task is a large undertaking and due to the commitment of this Board through its embrace of the “care first, jail last” approach, some of the work may have been done due to the Board-created Alternatives to Incarceration Initiative and the recent hiring of the Executive Director over this Initiative. However, it is critical that a comprehensive plan by the Commission be delivered and implemented by the Board. Today’s motion seeks to advance the will of the voters in reimagining our criminal justice system.”
