Puente Hills Landfill Park and Enviornmental Justice Center
Phases
The Puente Hills Landfill Park project will transform the former landfill site into a regional park that provides essential green space, recreational areas, and environmental education opportunities, particularly for the historically underserved neighborhoods of La Puente Valley.
The park will offer panoramic views from its highest points, extending to the Pacific Ocean. Developed in multiple phases, the park will include 140 acres of trails, open space, and various amenities, making it one of the largest green spaces in the region. Below is an outline of the phases of development:
Phase 1 – To be built using current funding:

- Environmental Justice Center – Located near the park’s entrance, this center will serve as the heart of community engagement and environmental education. It will feature classrooms, a maker space, exhibits on sustainability, waste management, and redlining, as well as a podcast studio.
- Park Entry and Plaza – Situated at the park’s entrance, the plaza will include parking areas and shuttle stops, ensuring easy access to various park amenities.
- Workman Mill Road Trailhead & Staging Area – The primary access point for the Schabarum-Skyline Trail, this staging area will also serve as a starting point for exploring the park’s loop road.
- Loop Road and Trails– A multi-use loop road and trail system that will connect various sections of the park, allowing access for pedestrians, cyclists, and equestrians.
- Flex & Performance Meadows – A versatile space for outdoor performances, recreational activities, and community events.
- Community Core – This area will feature a Dog Park, Arts Plaza, Nature Play Zone, and an Amphitheater for outdoor performances and gatherings.
- Outdoor Classrooms/Interpretive Gardens – Designed for hands-on environmental education, these spaces will teach visitors about local ecosystems and conservation.
- Picnic Areas – Scenic picnic areas where visitors can relax and enjoy the outdoors with family and friends.
- Ceremonial Space – A designated space for community events, celebrations, and ceremonies.
- Western Deck connecting trails and landscaping – A large open area with playgrounds, interpretive gardens, oak groves, meadows, and a fully ADA-compliant Skywalk for elevated views of the park and surrounding landscapes.
- Operations & Maintenance Buildings & Yards – These facilities will support the day-to-day operations and maintenance of the park.
- Landfill Gas Infrastructure Improvements – Continued efforts to address the environmental impact of the former landfill, including upgrading infrastructure to manage and convert methane gas into energy.
Phase 2 (Western Deck) – To be developed with additional funding:

- Bike Skills Area – A designated area for cycling enthusiasts to practice their skills in a controlled and safe environment.
- Scenic Overlook Plaza at Nike Hill – Nike Hill, offering near-360-degree views, will be developed as a scenic overlook for visitors to enjoy breathtaking vistas extending from the San Gabriel Valley to the Pacific Ocean.
- Skywalk Bridge and Trail to Nike Hill (including stair climb and slides) – The Skywalk Bridge will provide a unique elevated path connecting visitors to Nike Hill, featuring a stair climb and slides for a fun and interactive experience.
- Additional Loop Road and Trails Improvements – Extension of the multi-use loop road and trail system that will connect additional sections of the park, allowing more access for pedestrians, cyclists, and equestrians.
- Landfill Gas Infrastructure Improvements – Ongoing improvements to the landfill gas management infrastructure as the park evolves.
